Contracts between Mexico and outside engineering services, as well as an arrangement for an on call general contractor were recently approved by the city council.
The contracts are extended on an annual basis. Plan B Development, a general contractor based in Mexico, served as the city’s on-call general contractor in 2020 and provided equipment and labor for several maintenance projects. Most recently the contractor was used for the Clark Street storm sewer replacement.
Plan B put in a bid to continue the contract for 2021, with two other operations also issuing bids, broken down into per hour costs for equipment, general labor and a working foreman, as well as an estimated response time when emergency projects came up.
Mick Mehler & Sons of Silex was higher for most items and promised a two-hour response window. In analyzing the other bids, Public Works staff found positives in both.
“A labor-intensive job favors S&A Equipment & Builders of Fulton,” Mexico Public Works Director Kinsey Russell observed.
But he pointed out that the city policy gives preference to local contractors. And, he added, “An equipment intensive job favors Plan B Development.”
Plan B also offered an immediate response time, compared to 24 hours for S&A.
The city retained two firms, Bartlett & West along with Engineering Surveys and Services, to handle material and groundwaters testing, surveying and other functions as needed. In addition, a wastewater pretreatment program contract with Kim Hoskins Environmental Consulting was amended.
The amendment extends the contract for St. Louis-based Kim Hoskins’ services because of required updates from the Missouri Department of Natural Resources. The amendment is not to exceed the original budget of $21,600 to $38,400 and is covered by the wastewater department’s current allowance for professional services.
Russell said that Mexico’s Public Works Department staff members were satisfied with work done by Bartlett & West. Assessing the work of another on-call contractor, Engineering Surveys and Services, was a little more difficult.
“We did not use Engineering Surveys and Services last year,” Russell told the City Council. “But we anticipate that if we get the sidewalk grant, we will use them.”
The city has applied for Missouri Transportation Alternative Program funds to extend sidewalk replacement work along Muldrow Street. The work is part of the city’s Sidewalk Transition Plan to bring the pedestrian areas into ADA compliance.
